Integration of Travel Expenses of Special Program in Foreign Language Teachers Attending Local Training on Teaching Foreign Language in the Region/Division/School Budget

- In connection with the participation of the current and incoming Special Program in Foreign Language (SPFL) teachers to various professional development activities to upgrade Foreign Language (FL) pedagogical skills effective 2015 onwards, reimbursement/release of allowances which include transportation expenses and per diem, when applicable shall be charged/reimbursed to any of the following:
- Regional Human Resources and Training Development (HRTD) Funds in compliance withDepEd Order No. 66, s. 2010 on the utilization of HRTD Funds for 2015;
- Schools Division INSET Funds;
- Local Funds such as Maintenance and Other Operating Expenses (MOOE); or
- Special Education Fund (SEF), subject to the usual accounting and auditing rules and regulations.
- Activities covered are short or long term local professional development courses and language proficiency tests including Diplomas of Spanish as a Foreign Language (DELE), Diplôme d’études En Langue Francaise (DELF), Japanese Language Proficiency Test (JLPT), Zertifikat Deutsch (ZD) and Hanyu Shuiping Kaoshi (HSK) or the Chinese Proficiency Test and follow through face-to-face sessions. Enclosure No. 1 contains the SPFL Professional Development Activities for FL Teachers. This is to shorten the processing time and make it more convenient for SPFL teachers to claim their training allowances from the nearest region, schools division or from the school where they are assigned.
- The move stems from the intent to further increase the regions’ ownership of SPFL by taking part in the cost sharing scheme and intensifying support for teachers’ professional FL development.
- Since 2009, SPFL has covered five languages: Spanish, French, Japanese, German, and Chinese Mandarin - and is currently being implemented in 159 selected secondary schools nationwide (listed in Enclosure No. 2), in partnership with the Embassies of Spain and France, Japan Foundation Manila, Goethe Institute, and Confucius Institute of Angeles University Foundation, respectively. The objective of SPFL is to prepare students for higher education and employment, with competence in a second foreign language who can engage in meaningful interaction in a linguistically and culturally diverse global workplace.
